摘要
信访制度这一公共品的"拥挤"是缺乏在成本上与信访可竞争的救济渠道的制度安排造成的,现行的改革思路不利于信访制度的长远建设。依据新制度经济学理论,给出了诸如采取"一揽子计划"等一些有益的改革建议。
The letters and calls reformation has been a focus in recent years. And the new institutional economics＇ provides us a new particular perspective and analysis mean to research this issue. This article tries to analyze the transformation history of letters and calls regulation, and predict its fate. Based on the series of analysis, we could get some helpful suggestions.
