城市管理综合执法,是以相对集中行政处罚权为主要内容的,以实现行政规范、运转协调、公正透明、廉洁高效、权责明确、监督有效、保障有力为目标的行政执法。几年来,兰州市城市管理综合执法进展顺利,取得了一定的实效,但也存在着对行政综合执法认识上的不足;执法理念上偏离;执法机制上混乱和执法规范上缺失;执法方式简单化、运动化、趋利化等问题。为此,加强行政综合执法改革理论研究;改造职权分配体制,注重发挥市场、社会调整机能;坚持依法执法,加强行政执法立法;树立执法为民的思想观念,提高执法人员素质是当务之急。

Urban management comprehensive law enforcement is based on the relative concentration of administrative penalty as the main content. Its purpose is to realize the objective of administrative law enforcement featuring with regulating administration, coordinating operations, being fair and transparent, clean and efficient with clear responsibilities, supervising effectively and supporting efficiently. In recent years, law management of Lanzhou proceeded smoothly with a certain degree of effectiveness, but there still existed problems as lacking awareness of executive law enforcement; departing from the philosophy of law enforcement; confusion of law enforcement mechanism and law enforcement regulation system; simple and mechanistic way of law enforcement. Therefore, it is prior and necessary to strengthen the study of comprehensive administrative law enforcement reform theory, modify the duty and power distribution system, play the role of market - oriented, social adjustment function, enhance the administrative law - enforcement and legislation, establish the ideas of law enforcement for the people, improve the quality of law enforcement staff.
