湛江市土地利用社会效益评价与优化

Evaluation and optimization on land use social benefit in Zhanjiang

从用地公平、居民生活质量、社会公平和社会保障等4个方面构建土地利用社会效益评价指标体系，采用层次分析法和变异系数法确定指标权重，应用综合评价模型对湛江市1996—2005年的土地利用社会效益进行了评价。结果表明：湛江市土地利用的用地公平、居民生活质量、社会公平和社会保障等指数都有不同程度的增加，土地利用社会效益明显提高：土地利用社会效益主要受人口自然增长率、人均公共绿地、人均GDP、百人电话数等因素的影响。根据这些影响因子从生态环境建设、人口质量和土地利用集约度等方面提出了提高土地利用的社会效益的措施。

This paper established evaluation indicators for land use social benefit from the aspects of justice of land use, living quality, social justcie and social security. Applying the method of AHP and variance coefficient, it defined the weights of each indicator and evaluated the social benefit of land use in Zhanjiang from 1996 to 2005 by using the method of muhifactor composite evaluation model. Result showed that the index of justice of land use, living quality, social justcie and social security are advanced in different degree and the land use social benefits increased obviously. The land use social benefits effected mainly by the factors of natural population growth, per capita public green land, per capita GDP and phone number per hundred person. For enhancing land use social benefits, it put forward the countermeasure such as improving ecological environmant, population quality and intensive land use according to the effect factors.
