城市低保制度的研究现状、问题与对策

Study,Problem,and Policy of the Minimum Living Standards Guarantee System for Urban Citizens

通过梳理近年来国内学者对城市最低生活保障制度研究的主要论点可知:目前有关低保的研究虽然取得了丰硕的研究成果,但在一定程度上存在理论研究与实际工作脱节的问题,自说自话的现象比较普遍。当前城市低保制度在核定家庭经济状况、形成有效的动态调整机制、维护救助者的尊严和自由、低保工作人员队伍建设等方面还存在着明显的不足。为此,应当规范以家庭经济状况调查为核心的审核制度、建立与促进与就业相关联的动态调整机制、强化以法制为基础的惩戒规范、完善以社会救助体系为目标的配套制度。

This paper reviews the recent studies of Minimum Living Standards Guarantee System(MLSGS)for urban citizens from thousands of publications.It points out that the most serious problem of recent studies is the separation of theoretical research and practice.It holds that the obvious shortages of MLSGS for urban citizens are lack of examination of means test,join-in and join-out mechanism,dignity and liberty protection for the poor,and human resources management of the community managers.Therefore,MLSGS should adjust to the direction of standardizing the means test,build the join-in and join-out mechanism combined with obtain employment,strengthen the punishment based on legal system,and perfect relative systems aiming at the whole social assistance system.
