摘要
全面实施中国特色的公安文职制度是公安机关人事制度改革的创新举措,通过政府购买服务的形式,建立起"人员能进能出、职务能上能下、待遇能高能低"的职业化、专业化用人和分配制度,对有效缓解警力紧缺、大量节约用人成本、大力提升公安工作效能将起到积极作用。但我国现阶段文职制度也存在不少问题,公安机关应从对文职人员的身份界定、岗位设置、管理体系等现状进行反思,提出相应的完善方案。
To overall implement the service system of security servants with Chinese characteristics is a creative move of personnel affairs system of public security office. The vocational and professional personnel employment and placement system of "personnel may get in or out, position may ascend or descend, treatment may be high or low" has built up by purchasing the service through the government, which could have a positive effect on relieving the shortage of police force, saving the personnel cost massively and raising the efficiency of public security work vigorously. Established on the consideration of identity definition, post establishment, management system and other problems of civil servants, this paper analyzes the main problems which brings out the course of running this system in china and puts forward relevant improving plan.
