经济全球化下我国铁矿资源安全供给战略研究

Study on the Safety Supply Strategy of Iron Ore Resources of China in the Context of Economic Globalization

随着经济全球化和我国经济高速增长,资源制约作用日益加大,迫切需要利用全球化的资源配置条件,调整我国铁矿资源安全供给战略。目前铁矿石安全供给战略的选择应把握以下几点:(1)关注高峰时的安全供给;(2)坚持"走出去"战略;(3)确保国家经济安全;(4)市场调节与宏观调控"两只手"并重。文章在分析影响铁矿资源安全供给的关键因素基础上,设计了我国铁矿资源安全供给战略的核心架构,提出完善国家铁矿安全供给战略的总体思路:一是持续加大地质投入;二是整合国内钢铁行业,提高国际市场控制能力;三是从战略高度出发完善我国资源政策体系。

With economic globalization and the rapid economic growth of China,resource restriction has been increasingly increased.To achieve economic and social development objectives,we are in urgent need of global distribution of resources to adjust the safety supply strategy of iron ore resource;the specific methods include: paying attention to safety supply during peak time;pursuing 'going global' strategy;guaranteeing the state economic security;laying equal stress on market regulation and macro-control.The paper goes on to offer the core framework and general thoughts: investment is increased continually in geological industry;conforming domestic steel industry and improving the control ability of the world market;perfecting resource policy system from strategic point of view.
