摘要
水资源的合理利用是资源节约型、环境友好型社会建立的重要基础。文章从我国水资源污染、水危机处理模式等现状出发,讨论了我国水资源管理创新的基本方向。认为我国水资源管理创新发展方向主要有:实现"十一五"水污染物排放总量削减目标的优先选择及相关政策措施,以治水模式的转型促进治水目标的实现,逐步建立统一协调的政府水综合管理体制,实行管理转型和创新。运用各种新的管理方法,满足应对新时期水问题的综合管理需求,形成合理的价格形成机制,建立综合解决水问题的科技支撑体系。
The paper introduces the innovation directions for water resource management: giving priority to realize the objective of cutting down on the amount of discharging water pollutant provided in' the 11th Five-Year Development Guidelines',and formulating relevent policy measures;promoting the realization of water-control target by the transformation of pattern;gradually establishing unified and harmonious governmental comprehensive management system;meeting the needs of comprehensive management for dealing with water problems;forming rational mechanism for price formation;establishing scientific supporting system for resolving water problems.
