Land-use Saving and Intensive: the Fundamental Policy for Land Utilization in China——Interpretation to "Notice on Promoting Land-use Saving and Intensive"

随着经济的快速发展,建设用地需求大增。同时,也有大量土地资源被闲置浪费,粗放的经济增长方式加剧了土地供需矛盾。为此,国务院颁布了《关于促进节约集约用地的通知》,作为土地调控的重要举措,并明确规定节约集约利用土地是我国今后土地利用的根本方针。文章从土地利用规划、土地利用规模、土地使用标准、土地有偿使用等方面作出解读。

Scince the rapid economic development,the demand for land use for development projects has increased dramatically,at the same time,there are large number of land resources left unused and waste.Moreover,the method for extensive economic growth has sharpened the contradiction of land supply and demand.Therefore,the State Council issued ' Notice on Promoting Land-use Saving and Intensive' as the key act for land control;and it also gives a determination that land-use saving and intensive is the fundamental policy for future land use.Fanally,the paper interprets the land utilization planning and scale,land-use standard,as well as lans-use with compensation.
