制约我国农村土地流转的原因分析

Analysis on the Causes for Restricting the Conversion of Rural Land

随着城市化的深入,农村土地流转问题日益成为农村经济发展的关键点。通过引用转出、转入土地的两类农户各自的成本-收益模型分析可知,制约农村土地流转的原因主要是农村土地产权不清晰、农村土地市场发展缓慢、农村劳动力转移能力弱、转移缓慢、农村社会化服务落后。为促进我国农村土地流转,应明晰农村土地产权,完善权能范围并加强法律保障,加快农村土地市场建设,改革相关制度,促进农村劳动力转移,完善农村社会化服务体系。

Along with the progress on urbanization,problems on rural land conversion have become a key issue in rural economic development.This paper argues that the main reasons for restricting the conversion of rural land lies in the facts that: the rural land property is not clear;the rural land market develops slowly;farm laborers looking for urban employment is weak and slow;socialized service system lag behind.Therefore,the paper offers some specific methods for improving this situation.
