摘要
民族自治地方是我国依法设立的地方行政区域,其公务员队伍能力是提高政府绩效的关键性因素。民族自治地方公务员能力既与一般地方公务员有相同之处,也有其特殊性。基于民族自治地方公务员队伍能力建设存在的问题和建设的紧迫性,认为其公务员能力应基于地区制度、政策及宗教等特殊性,强调其民族政策、文化、语言等方面的素质,以正确的测定方式评价地方公务员能力,通过合理的机制提高地方公务员水平。
The autonomous regions are the administrative areas established by law, where a key factor affecting the government's performance and achievements is the abilities of the public servants. Compared with those of the non-autonomous regions, the abilities of the public servants of the autonomous regions have their special traits though there exist similarities. In order to solve the existing urgent problems, the paper holds that their qualities should include cultural, linguistic and policy-making qualifications while the correct evaluation of their abilities relies on some reasonable mechanism with a consideration of the local systems, policies and religions.
