党的十七大报告要求,围绕推进基本公共服务均等化和主体功能区建设,完善公共财政体系。公共财政承担的基本任务是保障政权运转、支持经济建设、调节收入分配、提供公共服务和公共产品。按照构建社会主义和谐社会的要求,完善公共财政体系,就必须在支持经济发展和保证政权建设的前提下,把重点放在促进基本公共服务均等化上,转变政府职能,优化政府投资领域和支出结构。
