代建制是目前非经营性政府投资项目的一种管理模式,被誉为我国项目管理模式改革的一大创新,在其优势得到充分发挥和认可的同时,代建制中的风险也成了许多学者探讨的热点。但就代建制风险研究而言,大多还是在进行全面的或重点放在代建方风险的分析,单从委托风险与防范的研究较少。本文正是以此为切入点,站在委托方的立场深入系统地分析风险产生的原因、环节,对风险的防范提出更完善的规避措施,以保障国家和人民的权益。

Agent construction system is a management model of the non-profit government investment projects, known as a major innovation in the reform of China＇s project management mode. In the full play of its advantages and recognition at the same time, the risk in agent construction system has become the hot topic of many scholars＇ discussion. But on the agent construction system＇s risk studies, most or all of the focus is placed on the risk analysis of the agent side and fewer on the risk and prevention of the principals. From this perspective, this article will systematically analyze the causes and taches of risk, and put forward the prevention against risks and explore better evadable measures to safeguard the interests of the country and the people.
