石油安全概念的内涵和外延一直处在不断变化之中,其核心内容是石油的安全供给和油价的合理波动。作为全国最大的石油消费省份,广东省的石油需求不断扩大,然而广东省的石油供应和石油经营现状却不能满足广东省经济可持续发展的需要,石油供应中断或油价突涨经常给广东省经济社会发展带来巨大的冲击。

Connotation and extension of off security is always ehanging, whose core content is the safe supply and rational price fluctuation. As the biggest oil consumption province in the whole nation, petroleum need expands unceasingly in Guangdong Province, however, the supply and management of petroleum can not meet the need of sustained economy development in Guangdong Province. Disruption of oil supply or sudden rise in oil prices always brings heavy blows to economic and social development of Guangdong Province.
