完善和重构我国城镇抗震建设新体系

On improving and restructuring the asseismic construction system

"5·12"汶川大地震造成了巨大的人员伤亡和经济损失.绵竹市是本次地震的重灾区之一,城区大部分建筑物受损严重.基于专家组在该市进行房屋应急评估的建筑震害资料,对该市的建筑受损害情况与一些典型震害事例进行了分析.依据分析结果和本次地震特点,在城镇建设选址和规划、完善我国抗震结构设计规范、重视对公益性建筑的投入及开展主要建筑材料的抗震性能研究等方面进行了深入探讨,并提出了针对城镇建筑的恢复重建提出了一些建议.

The earthquake that occurred in Wenchuan on May 12,2008 caused large numbers of casualties as well as economic losses. In the City of Mianzhu,one of heaviest disaster-stricken areas,most of the urban and rural houses were severely damaged. Based on the seismic damage data of buildings obtained by the experts group in the Mianyang City buildings emergency assessment, this article analyzes some the situation of some typical building damages. According to the result and characteristics of an earthquake at such severe magnitude, deep discussions about the site selection and planning of urban and rural construction were carrieel out concerning how to, the improv the seismic design codes of building structures, the investment in the public buildings, as well as the anti-earthquake quality of building materials. Some seismic fortification measures and suggestions about the resumption and reconstruction of the urban buildings are also proposed in this paper.
