衙门化——高校不可承受之重

Yamen Tendency-A Great Burden for Higher School

"高校衙门化"是我国高等教育深化改革与发展不可回避的问题。本文通过对"高校衙门化"的涵义、主要表现、危害三个方面进行分析,认为要解决"衙门化"问题必须实现三组权力的调整:政府权力向高校自主权力的转移、校级权力向院系基层权力的转移、行政权力向学术权力的转移。西方国家在处理三组权力关系时一般奉行保障学校自主、维护基层博弈、促进学术本位的原则,这为我国应对高校"衙门化"的问题提供了有益的启示。

“Yamen Tendency of higher schools” has become an unavoidable problem in deepening reform and process of development of China＇s higher education. The thesis, by analyzing the meaning, main manifestations and the harmfulness of the “Yamen Tendency” in higher school, argues that three groups of power must be adjusted to solve this problem, i. e. , power has to be transferred from government to higher school, from school level to college and department level and also from administration to academic groups. In virtue of western countries＇ principles of ensuring the school＇s independence, safeguarding gaming at the basic level and promoting academic standards in dealing with the relations between both powers of each group, we get the useful enlightenments in dealing with the “Yamen Tendency” in China.
