通过建立代建制的激励与约束机制模型,对激励与约束的条件进行讨论,从缩小代建制中委托人与代建人的利益差的角度出发,来规范代建人的行为,使代理问题带来的损失降到最低,从总体上高效率地实现政府投资效益目标。模型的建立有助于避免随机行为并在一定程度上减少腐败行为。

A model of encouragement and restraint mechanism in agent construction system was established. Requirements for the encouragement and restraint were analyzed. In such a model, the activities of the agent can be standardized by narrowing the interest difference between the client and the agent, thus minimizing the loss in the construction and effectively realizing the investment goal of the government. To build the encouragement and restraint mechanism model in agent construction system is helpful to avoid random action and reduce malversation to some degree.
