The work of primary files should use modernized method to carry on management as soon as possible. To carry on reforms in view of the development condition of basic files enterprise, we should use computer network technology, raise files＇ information-based level. Simultaneously, scientific research and the vocational training of files management personnel should be strengthened. All of these are the main ways to realize the information-based management of grass-root files.
