在当前国家财政收入高速增长、全社会高呼公共服务投入不足的情况下,必须遵循全面性原则探讨国家财政收支形势。应正确认识到财政高速增长是结构转换的结果,是阶段性现象,且政府收入占GDP比重并未出现超常提高;另一方面,也应认识到财政支出已经转移到公共财政的轨道上,并要正视政府面临的强劲支出压力。综合各方面的情形可得出"财政收支失衡将是长期趋势"的基本判断。针对这种情形,应继续实施稳健的财政政策,建立财政决策的公共选择机制,并进一步理顺政府间财政关系。

Under the circumstance of national finance increasing rapidly and the whole society appealing the in-sufficient inputs of public services, there is a must to probe into the situation of national finance abided by the overall principle. On the one hand, it is necessary to realize correctly that the rapidly-increased finance is the result of construction transform and is a phenomenon confined to this period. Moreover, the ratio of national in- come to GDP has not risen abnormally; on the other hand, it is necessary to realize that the financial expenditure has already transferred into the way to public finance and face up to the strong pressure of national expendi- ture. Having considered all the aspects, we can conclude with a fundamental judgment that there is a long-term trend of the imbalance between financial revenue and expenditure. In the light of this situation, it＇ s necessary to keep carrying on steady financial policy, build a public choice mechanism of financial policy decision, and further straighten out the financial relations in the government.
