新农村建设的关键在于构建一支综合素质高、头脑反应快和服务意识强的涉农人才队伍。针对目前农村地区涉农人才缺乏的现状,各级政府必须高度重视涉农人才队伍的构成、来源、使用、激励等问题,并采取相应措施鼓励和引导涉农人才积极为新农村建设贡献才智。

A key to the construction of new rural communities is to cultivate a batch of talents with all-around competence, agile mind and consciousness of service. The paper points out that to tackle the shortage of personnel in the construction of rural areas, the local governments need to take measures to inspire these talents and encourage them to make contribution. Meanwhile, they should also focus on the training of these personnel, check over their education background, and assign jobs according to personnel＇s ability.
