To study the changes of region Versions of the Lu＇ an State, we must take some research methods such as back stepping. Lu＇ an State should have seven counties at least at the first period. But because of the ＂tui en fen feng＂ and the law of ＂zuo guan＂, ＂fu yi＂, the states including Lu＇an State in Western Han Dynasty, declined gradually.
