政策研究组织在现代公共决策中发挥着重要的参谋咨询作用。廉政建设迫切需要政策研究组织的推动,然而现有的廉政建设政策研究组织却存在明显的缺陷。立足中国实际,借鉴国外成功经验,积极创造有利于廉政建设政策研究组织建立和发展的制度条件,具有特别重要的意义。具体说来,这些制度条件主要包括完善配套的法律制度、规范协调的政府管理制度、科学合理的财政税收制度和公开透明的信息管理制度。
