摘要
2007年11月1日国家发展和改革委员会、财政部等九部委联合颁布了《标准施工招标文件》和《标准施工招标资格预审文件》及相关附件,将于2008年5月1日开始实施。介绍和分析《标准施工招标文件》中通用合同条件的最新结构变化和主要内容变化,并将其与FID-IC施工合同条件(1999)以及建筑施工合同(1999)进行了比较研究,对使用该合同条件提出了相关建议,希望为我国相关人员学习、研究和使用这个最新的合同条件提供帮助。
November 1, 2007 the State Development and Reform Commission, the Ministry of Finance and other ministries jointly issued ＂Standard Construction Bidding Documents＂ and ＂pre - qualification criteria of the Bidding Documents ＂ and related accessories. These documents start to implement from May 1, 2008. This paper will be presented and analysis the latest structural changes and major changes in content of the general contract conditions of the ＂Standard Construction Bidding Documents＂, and make a compar- ative study of the FIDIC Construction Contract Conditions（1999） and the Construction Contract（1999）. This paper made specific recommendations to the use of the general contract conditions. This paper hope to make a help to our relevant staffs study, research and use of the latest Contract Conditions.
