On Medical Service in the New Rural Co-ordination Medical Care System of Cangzhou's Four Counties

新型农村合作医疗制度刚刚在全国实行。这一制度的实行在一定程度上减轻了参合农民的医疗负担,提高了农民利用医疗卫生服务的能力,有效解决了多年来农民"因病致贫、因病返贫"状况,取得了参合农民得实惠、政府得民心的良好效果。作为一个新生事物,这一民生工程在运行过程中不可避免地遇到一些问题,其中医疗服务能力问题是影响制约该制度正常运行的主要问题,为此,对任丘等四县市进行了专题调研,针对存在的问题提出了较有针对性的对策和建议。

The new rural co-ordination medical systm has just been implemented in China. This system, in a certain aspect, reduce the farmers ＇ medical burden, promote the farmers＇capablitliy of taking use of the medical service, effectively solve the problems such as ＂being ill because of poor, being poor because of ill＂ ,therefore, bring the benefit for the farmers and get the heart of them. As a new phenomenon, this living project encourters some unavioded questions in course of implementation, of which medical severice is a main problem influencing the smooth carry-out of the system. For this reason, the author investigated thoughorly based on the four counties of Canzhou, and countermeasures and suggestion were put forward.
