我国在1996年颁布并实施了《中华人民共和国固体废物污染环境防治法》．其中对危险废物污染防治进行了特别规定。但我国对危险废物污染防治的认识和对危险废物的管理起步较晚，尚未形成完善的危废污染控制体系。针对上海市企业所产生的工业危险废物。从上海经济技术发展水平和环境管理水平的实际出发。依据可持续发展和循环经济理论。研究在政府许可下的市场化经济手段管理方式，探索用市场机制治理和防止危险废物环境污染的方法，以及现阶段政府在促进危险废物处置产业发展方面可实行的措施。确定适合上海的危险废物处理处置的技术经济政策。以解决上海危险废物污染问题。

The Pollution Prevention and Control Act on Solid Wastes of China, in which the hazardous waste control was specially prescribed, was promulgated in 1996 and has been enforced since then. However, a complete hazardous waste control system has not yet been established in China owing to the late start in this area. Based on the situation of Shanghai and the theories of sustainable development and circular economy, it is worth investigating and studying a way to prevent the hazardous waste pollution by means of marketization mechanism and developing practicable measures for promoting a hazardous waste disposal sector at present. It is important to work out adaptable technical-and-economic policies for hazardous waste management so as to improve its market operation.
