循环经济与城市居民生活垃圾处理收费模式选择的分析

An Analysis on Circular Economy and Options of Urban Domestic Garbage Charge Modes

以循环经济思想及其操作原则分析比较了国外现有的3种城市居民生活垃圾处理收费模式的优缺点。指出了从量收费模式在促进城市生活垃圾处理上的优势。研究中发现。我国目前已经实行城市生活垃圾处理收费制度的城市都采取定额收费模式。提出选择从量收费是我国城市居民生活垃圾处理收费制度的主要设计方向。

Three modes of urban, domestic garbage charge existing currently in foreign countries were analysed and compared based on the theory of circular economy. It shows that the specific charge mode has an advantage over the ration charge mode and the overweight charge mode. It is also found that in the cities of China the ration mode for charging the disposal of urban domestic garbage has been chosen. It is suggested that the cities in China should give priorities to the specific charge mode.
