An Approach to Advancing Construction of Wastewater Treatment Plants in Industrial Areas

介绍了工业区污水类型及基本处理方式．分析了工业区污水处理途径及不利于推进工业区污水处理厂建设的因素，提出了推进工业区污水处理厂建设的建议：（1）尽快制订并实施科学合理的工业区污水排放标准：（2）统一工业区污水处理厂和城镇污水处理厂排污费征收原则：（3）建立对工业区污水处理厂的排水费返还机制：（4）对自建污水处理厂的工业区给予51进项目的优惠政策。

The characters of various types of wastewater from industrial areas, as well as their basic treatment modes were briefly discussed, and approaches to the treatment of the wastewater as well as factors to limit the construction of wastewater treatment plants in industrial areas were analysed. It was suggested that： （1） proper wastewater discharge standards for industrial areas should be established and put into practice as soon as possible; （2） the principles of levying charges for disposing of pollutants on municipal sewage plants and industrial wastewater treatment plants should be unified; （3） a system of refunding drainage charges for industrial wastewater treatment plants should be established; and （4） preferential policies for introducing projects should be offered to industrial areas who construct their own wastewater treatment plants.
