乳品产业链纵向组织关系优化整合的保障体系研究

政府在乳品产业链纵向组织关系优化与整合过程中发挥着不可替代的作用,本文对我国乳品产业链纵向组织关系的保障体系进行了分析和概括。文章指出,从我国乳业发展的实践出发,应借鉴乳业发达国家的经验,加强宏观调控,完善相关法规体系,健全全国统一的乳业市场体系,优化行业组织结构,促进科技创新能力提高,引导企业与农户建立紧密合作关系;加强对龙头企业的引导,扩大农民专业合作经济组织试点;完善乳业社会服务体系,促进乳品产业链纵向组织关系的协调发展;开拓和培育市场,保证从农户到加工企业再到消费者各主体健康发展与关系和谐;完善质量监控体系,建立权威独立的第三方检测机构;加强乳品行业协会的培育,充分发挥其对行业协调和指导功能。

The author believes that the government plays a very important role in optimizing and integrating the vertical organization relationship in dairy industry. The author also analyzes the guarantee system of it. Such countermeasures as learning from the practices of the development of China＇s dairy industry, drawing on the experiences of other advanced countries, strengthening macro-control and the guidance of the leading enterprises, strengthening support to farmer households, improving the social service system, developing and cultivating market, improving the quality controlling system and cultivating association of this industry is the necessary condition for the optimization and integration of the vertical organization relationship in dairy industry.
