电信普遍服务是电信产业规制的重要组成部分,为此从电信规制理论中找出与电信普遍服务相关的理论并对其进行梳理,形成了电信普遍服务的公共利益理论、电信普遍服务的利益集团理论和电信普遍服务的激励规制理论。电信普遍服务公共利益理论从市场失灵的角度解释了政府提供电信普遍服务规制政策的原因。电信普遍服务利益集团理论的核心是探寻电信普遍服务众多争议背后的政治经济因素。电信普遍服务激励规制理论的研究重心是如何设计激励规制工具以实现最优电信普遍服务规制。同时,对上述理论及其实践运用做出了相应的评价。对电信普遍服务理论的梳理和评述有利于我们把握电信普遍服务理论的发展脉络和方向,制定合理的电信普遍服务规制政策,推进我国电信普遍服务的进程。

Telecommunication （telecom） universal service is an important part of telecom regulation. So the theory of telecommunication universal service had been found from the telecommunication regulation theory and formed the public interest theory of telecommunication universal service, interest group theory of telecommunication universal service, and incentive regulation theory of telecommunication universal service. The public interest theory of telecommunication universal service is to explain the reason for government proposed the regulation policy of telecommunication universal service from the angle of that market is out of work. The core of interest group theory of telecommunication universal service is to find the political and economic factor behind the numerous disputes concerning telecommunication universal service. The centre of incentive regulation theory of telecommunication universal service is how to design incentive regulation tool to realize the optimization of regulation of telecommuni- cation universal service. At the same time, the estimation on the above theories and their practice has been made. The analysis and review on the theory of telecommunication universal service are helpful for us to hold its developmental trend and to make reasonable regulation policies of telecommunication universal service for promoting the progress of telecommunication universal service.
