Developing hi -tech industry is a necessary choice to raise comprehensive strength and interna- tional competition of China＇s economy. Setting up enterprises made up through hi -tech with core competence as their basis and resources as their approaches is the necessary road China takes in the rising of hi - tech industry. This paper explores the faults of the past enterprises in risk management, uses theory of risk management and thus gives the decision - making for the practical operation of hi - tech industry.
