公共事业转型趋向

Trend of Public Utility Transformation

公共事业意指以谋求公共利益为目的,由公共事业组织为社会全体或大多数成员提供社会公共事务及部分经济公共事务类的公共物品或准公共物品的公共服务。我国目前存在公共服务的供需矛盾,公共事业法制不健全。公共事业的主体转型面向多元化,其内容转型需更精确地定位于公共服务的提供上,其方式的转型则包含了民营化等多种方式,但需防止过度市场化以损及公益本质。公共事业的健康转型有赖于政府与事业组织关系的更新。

Public utility aim at public interest.That means public utility organizations supply most or all social members with public service which are public goods or quasi-public goods of social public affair and some economical public affair.Now there exists contradiction between supply and demand of public service,together with the public utility legal system is not perfect in our country.The subject of public utility cater to diversification,its content shall locate at supplying public service correctly,its mode shall turn to diversification such as privatization,while over marketization is to be prevented or it will damage the sole of public interest.The healthy transformation of public utility relies on the renewal of relationship between the government and utility organizations.
