摘要
阐述了农民发展能力的内涵及制度的功能,分析了当前制约农民发展能力提升的制度因素,并提出了改进制度环境策略。
This paper expounds the connotation of peasants＇ development ability and the functions of the system, analyzes the institutional factors restricting the promotion of peasants＇ development ability, and puts forward some strategies for improving the institutional environment.
