公共存取运动发展迅速,需要有相应的政策加以引导和促进。国外的公共存取政策,尤其是美国的公共获取政策,对我国制定自己的公共存取政策具有很好的借鉴作用。我国政府应该尽早制定出符合我国国情的公共存取政策。介绍了美国的信息开放存取政策,探讨了美国开放存取政策的启示,提出了对我国制定开放存取政策的若干建议。

The rapid development of Open Access needs corresponding policies to conduct and promote. The OA policies in foreign countries,especially in America,can be used for reference in making our own OA policies. The government of China should work out the OA policies that fit in with the situation of our country as soon as possible. This paper introduces OA policies of America, probes into the enlightenment of America OA policies, and puts forward some suggestions on working out OA policies in China.
