城市综合行政执法体制的演变与完善

The System Changing and Development of City Compound Admnistration

我国从1997年开始在北京、南宁等地进行相对集中行政处罚权的试点。1997年5月23日,北京市宣武区第一支城市管理监察大队上岗执法,标志着我国进入广义上的城市综合行政执法阶段。到目前为止,全国已经有200多个城市进行了城市综合行政执法的试点。城市综合行政执法是一个综合性的系统工程,涉及体制、制度、程序、执法人员等多方面的问题。仅就当前城市综合行政执法中的体制发展进行了分析,并就其体制的完善进行了探索。

Since 1997, our country has been beginning the test of Relatively Collect Administration Punishment Right in the city of Beijing and Nanning. And May 23th,1997 when the first team of Xu- anwu district Beijing went to work marked the beginning of generalized Compound Administration periods. To now, more than 200 cities have joined the experiments. Compound Administration is a systemic project involving many parts we must think about, such as system, procedure, missionary etc. This article nalyzes the process of its develop ment and then probes into the future development of Compound Administration system.
