With the globalization of competition and arrival of informatization age , it has been an tendency that uncertainty in industries grows big constantly. So the responsibility of efficient supply chain （ESC） has been protruding problem. By comparison with responsive supply chain （RSC） in three aspects, the paper brings to light that relativity advantage of RSC stems from the new industry paradigm, and then puts forward it is the approach of improving the responsibility of ESC that remoulds ESC through the new industry paradigm.
