关于构建高校全面风险管理体系的探析

从战略高度和全局角度出发,对影响高校安全稳定和健康发展的因素进行分析,指出高校全面风险管理体系包括内部环境分析、目标设定、事件识别、风险评估、风险应对、控制活动、信息交流、监督等8个要素。高校可以从组织结构、风险模型、风险评估、风险文化4个部分来构建全面风险管理的框架体系。

With the significant changes in external and internal environments, the work level and capability of college stability should be improved. But, there are still several big problems unsolved in today＇s college stability, which are as follows ： the systematic and effective system for stability has not been constructed ; the all -round development of colleges in not kept balanced as a whole ; the ideology of risk management is not well established. The total college risk management is to manage and control effectively the elements that jeopardize a college＇s safety and stability as well as its healthy development according to the college＇s development strategies and global objectives so as to realize its strategic objectives smoothly. In the total college risk management system,there are eight factors ：internal environment analysis, objectives＇ setting, event identification, risk estimation, risk countermeasure, control activity, information exchange, and supervision. The architecture of the total risk management system may be constructed from the four aspects of organization structure, risk models, risk estimation and risk idelogy.
