So, protecting them is very important in a racial diversified country, especially in our northwest ethnic minority where development is relativelly backwarded. The civil rights have experienced a tortuous period. Our modernization makes it significant to protect them. Studying the development and protection of the civil rights in northwest ethnic minority has a significance of history to improve the ethnic rigions＇ civil rights.
