完善农村社会保障体系是"十七大"的目标之一,也是我国社会保障体系的重要组成部分,对于构建和谐社会意义重大。通过对农村社会保障的演变过程回顾,分析了现行农村社会保障存在的问题及其成因,阐述改革应遵循的原则,提出完善农村社会保障体系的构想。

Improvement of rural social security system is one of the object of the Party on the 17th Conference and the crucial component element of social security system, reveals significance for constructing harmonious society. With the analysis on the existed problems and factors in current rural social security via the evolution process, stating principles that should follow and proposed initiatives for the improvement of rural social security system.
