农民问题一直是中国的根本问题,农民问题的核心是公民权利问题。以权利看待农民将从根本上有助国家对农民问题有解决。对农民公民权的关切和研究,缘起于长期以来的历史沉思、现实困惑、未来憧憬、理论追寻以及对农民和国家命运的深情关怀。

The issue of farmer has always been the most fundamental problem of China, of which the core is the issue of citizen-ship. Viewing farmers in terms of rights will be radically helpful for solving the problem of farmer. Concerns and studies of farmers＇citizenship originate from the long-term historical meditation, realistic confusion, future longing, theoretical pursuit as well as the deep concern for farmers and national destiny.
