杨凌粮油食品加工产业园区运作思考

Research on the Operation of Grain and Oil Processing Industry Park in Yangling

建设和发展杨凌粮油食品加工产业园区是粮油产业发展的新路子。论文立足杨凌,放眼全省,着重探讨了产业园区建设对陕西省粮油产业发展、杨凌示范区二次创业和加速解决"三农"问题的现实意义;从杨凌示范区经济社会发展实际出发,设计了园区建设分三步走的总体思路,以及园区运行机制、"三大"转移、园区规划、生态建设、招商引资、企业服务、农民培训、产业升级等运作方案;结合粮油产业的特点,提出了园区建设发展必须创新思维,强化领导;加强行业主管部门参与和管理;聚集资源,加大投入;加强物流和交通运输;成立专业粮油食品招商机构加大招商力度等具有针对性的政策建议。

Constructing and developing grain and oil processing industry park is a new approach to develop grain and cooking oil industry. This thesis, based on Yangling and scanning wide to the whole province, focuses on the importance of building this park to the development of the grain and oil industry of Shaanxi Province, the sec- ond carving out process of Yangling and the solution of the ＂three problems about countryside, agriculture and farmers＂. Commencing with the fact of Yangling, we plan the ＂Three Stages＂ program, the operational mechanism, ＂Three Major＂ transfer, layout of the garden, construction of the zoology and so on. Combined with the specialties of the grain and oil industry,we lodge the following ideas： innovating thinking,enhancing leadership,congregating the resources, increasing input, reinforcing transportation, undergirding recruit of investment and some other pertinent policy suggestions.
