摘要
实行节能发电调度将大大提高电力行业节能减排的效果,但该政策能否顺利实行与利益补偿机制有很大的关系。针对节能发电调度的特点,提出了基于集散模式的利益补偿机制,并提出了相应的数学模型。该模式规则透明,可操作性强。该模型同时兼容按煤耗排序进行发电权转让的节能发电调度机制和采用市场竞价方式进行发电权转让的节能发电调度机制,大大降低利益补偿操作的工作量,兼顾了各方利益,适宜于市场操作,可为节能发电调度的推行提供参考。
The policy of energy saving power generation dispatching can greatly improve the effect of energy saving and emissions reduction in electric power industry. However, whether this policy can smoothly come into practice is closely related to the benefit-compensation mechanism. Aiming at the characters of energy saving power generation dispatching, this paper proposes the bene- fit- compensation mechanism with open rules and high maneuver- ability based on collecting-distributing model and proposes related mathematic model. The model is compatible with two energy saving power generation dispatching mechanisms of power-generation per- mission attornment based on coal consumption and market price competition. It greatly decreases the workload of benefit-compensation manipulation, gives attention to the interests of every aspect, and is very suitable for market manipulation. The new model described here can be used as the referenee for the smooth exeeution of energy saving power generation dispatching.
