摘要
通过对西部地区人力资源现状及存在问题的分析,对现有人力资源政策进行了理性思考,就现阶段和今后一个时期西部地区积极的人力资源战略及管理政策进行探索,提出了建立科学合理的人才激励机制;建立人才培养体系;创建高效的人才流动机制;完善教育体系诸方面的发展建议。
This paper aims to investigate the current status of human resources in Gansu, identify current existing problems, analyze current human resources policy, recommend and discuss an active human resources strategy and management policy. The paper recommends active human resources strategy and management policy for current stage and future. This strategy and policy is based on the analysis of the needs, the economic developing objectives,and the difficulties of attracting talents,etc.
