针对目前建设项目招投标工作存在的主要问题,指出应加强招投标工作中的资格预审,特别是对工程项目负责人的资格审查和管理,探讨了招标文件及合同管理中应注意的要点,从而提高工程招投标工作质量。

Aiming at the existing principle problems in building engineering inviting and submitting tenders, it pointed that it should strengthen qualification examining in inviting and submitting tenders work, especially qualification examining and management of project engineering principal. The points should attention in tenders file and contract management were discussed so as to enhance engineering inviting and submitting work quality.
