摘要
对国内外财政补贴政策进行比较,分析目前国内财政补贴政策存在的局限性,提出在可再生能源建筑应用中推行"以奖代补"机制。结合地源热泵类可再生能源建筑应用实际工程,计算地源热泵类项目初投资增量、节省运行费用的置信区间,在控制项目初投资增量回收年限不超过基准年限的前提下,研究分析地源热泵类项目节能量奖励标准。通过论述证明在可再生能源建筑应用中实行"以奖代补"机制,辅助一些其他的财政补贴政策,有利于推动其规模化发展。
The domestic policies on financial subsidies were compared with the international. The limitation of current domestic policies was analyzed, and the mechanism of "award instead of subsidies" on application of renewable energy in buildings was put forward. Based on pravtical projects of application of renewable energy (ground source heat pump, GSHP) in buildings, the initial incremental cost of GSHP projects and the confidence interval of operation cost savings were calculated. The award standard of energy savings of GSHP projects on the basis that the recovery period of initial incremental cost can not exceed the baseline. The conclusion shows that the "award instead of subsidies" mechanism will promote the scale development of renewable energy in buildings together with some other financial subsidy policies.
