Expert Consulting System and Government Scientific and Democratic Policy Making

随着社会的不断发展,民众对公共决策的科学化、民主化要求也越来越高。建立专家政策咨询制度,促进决策科学化与民主化,减少公共政策对地区发展的负效应,是摆在各级党政机关面前的重大课题和艰巨任务。在总结借鉴国内外成功经验和做法的基础上,结合安徽省实际,系统分析研究咨询机构及其专家在决策咨询等方面的积极作用和存在问题,进一步提出加强专家政策咨询制度建设,促进政府决策的科学化、民主化,推动经济社会协调发展的对策建议。

With the constant development of the society, the scientific and democratic requirements of the society and the public on public decision-making process are also getting higher and higher. The establishment of expert policy consultation system, promoting scientific and democratic decision-making, reducing negative effect from the community policy to local development are the major issues and difficult task placed in front of the Party and government organs at all levels. This paper, learning from successful experiences and practices from the domestic and abroad on the basis of the actual situation of our province, analyses the positive function and the problems of the expert policy consultation construction, and gives suggestions to further strengthening the system construction of expert policy advice, promotion of government decision-making more scientific and democratic, and promoting the economic and social development.
