摘要
发展生态农业对我国的农业法制提出了新要求。在符合我国生态农业内涵的原则、服务于生态农业实践的原则及用好现有与补充缺位相结合的原则指导下,构建促进我国生态农业发展的法律体系已是当务之急。制定促进我国生态农业发展的基本法,完善建设生态农业的技术规程和生态农产品认证标准,出台扶持生态农业的财政和金融等方面的法规,改革监督和考核制度,是构建生态农业法律体系的重要内容。
On the one hand promoting ecological agriculture is necessary means of achieving agricultural sustainable development and promoting the building of a new socialist countryside in China, on the other hand it also puts forward new demands on agrieuhure law. Under the guidance of according the concept and the implication of ecological agriculture in China, serving the practice of ecological agriculture and making full use of the existence and supplementing the lack, constructing the legal system of promoting ecological agriculture is a top priority. Legislating the basic law of promoting ecological agriculture, perfecting technical regulations and the standard of product certification, publishing the laws of fiscal and financial, reforming the system of supervision and examination, are the important parts of constructing the legal system of promoting ecological agriculture.
