中国式财政分权与公共服务供给的低效率

China's Division of Financial Power and the Low Efficiency in Providing Public Services

在中国式财政分权体制下,追逐本地区经济利益和以GDP为核心的政绩考核机制形成了GDP增长的经济政治激励机制,在促进中国GDP高速增长的同时,也使得地方政府长期忽视公共服务的供给,从而导致了我国公共服务供给的短缺和城乡间、地区间的不平衡。要从根本上改变我国公共服务供给低效率的现状,必须在加快转变政府职能、建立健全科学的政府绩效评价体系的前提下,进一步调整和完善财政分权体制,明确划分政府间的事权与财权,规范财政支出结构,健全转移支付制度,切实从体制和机制上为实现基本公共服务均等化创造良好的制度基础。

In China＇s division of financial power the pursuit of local economic interests and the performance evaluation based on GDP has produced the political and economic stimulation mechanism centering on GDP growth. While promoting the highspeed GDP growth, local governments have long since neglected the provision of public services, resulting in the inadequate supply of public services and the imbalance between urban and rural areas, and between various regions. To enhance the efficiency in providing public services, great efforts have to be made to shift government function and to set up a sound and scientific performance evaluation system so as to adjust and improve the division of financial power, define the power in finance and affairs, regulate the structure of financial expenditure, perfect transferred payment system. In this way, a solid foundation will be laid for the equal and balanced provision of public services.
