Urban Green Space Planning and Construction in Consider of City Safety in Case of Disasters

结合汶川地震灾区城市避灾场所与绿地的调研,分析我国当前城市防灾及防灾体系规划与城市绿地系统规划的关系以及绿地建设缺失的情况,提出建立城市防灾绿地系统,结合不同阶段避灾场所需求提出了紧急疏散、临时避灾和过渡安置等避灾绿地分级规划指标,并就推进今后平灾结合的城市绿地建设提出了健全法规、加强研究、调整功能、试点示范、定期检查等系统的措施建议。

Combined with the investigation of urban disaster-shelter places and green space of the earthquake-stricken area of Wenchuan, the current relationship between the city disaster-prevention system planning and the urban green space system planning and the absence of green space construction are analyzed. The urban disaster-prevention green space system is proposed to be set up, and the disaster-prevention green space category index, including emergency evacuation, temporary disaster shelter and transitional placement, is put forward by integrating the dJsGster-prevention place requirements in various phases. The future development of urban green space in consideration of both normal times and disasters is proposed to include the measures of building sound regulations, strengthening research work, adiusting functions, having pilot and demonstration, and conducting regular inspections.
