开放经济条件下中国产业结构调整与产业政策效果分析

A Study of China′s Readjustment of Industrial Structure and Industrial Policy Effect under Open Economy Context

产业结构优化是一个国家综合竞争力、中长期增长潜力和国际地位的重要决定因素,而政府制定的产业政策合理与否直接关系到产业结构和资源配置优化。我国改革开放以来,产业结构调整一直是经济治理的重点和难点;在开放的经济条件下,更是注重对产业结构不断地调整。从实践效果看,虽取得了相当的成效,但老问题仍然存在,随着开放程度的扩大,又面临许多新问题和难题。

The optimization of industrial structure is one key indicator of a country＇s comprehensive competitiveness, mid-and-long-term increasing potential and international status, and whether the structure has been optimized depends largely on industrial policies made by the government. Since the establishment of PRC, the readjustment of industrial structure has been a major issue for the government＇s economic policies. Under open economy context, it is of crucial significance to continue the betterment of our industrial structure, for new problems will emerge unexpectedly. The paper first provides a picture of the development of industrial structure adjustment, then examines the effects of our industrial policies after the open-up, trying to locate the major issues in industrial structure when it has become more external-oriented and internationalized, thus providing certain suggestions that might be of help to the readjustment of industrial structure at present.
