二元结构型城市教师资源配置的现状分析与对策研究——以武汉市中小学教师资源配置分析为例

Status Analysis and Countermeasures Study on Allocation of The Resources of Dual Structure-Urban Teachers

经济发达的中心城区与经济落后的城市郊区农村并存的二元经济结构型城市是我国大城市中的普遍现象。以此为基础的城市教育也存在着教师资源配置两极分化问题。这一问题的存在制约城市教育的均衡化发展。解决这一问题的对策是实行"全市统筹、分级管理"的教育财政管理体制,逐步实现全市统一教师工资水平,推动全市教师合理流动,就可以有效地化解城市教师资源两极分化问题,实现全市教师资源的优化配置。

Dual economic structure urban that the coexistence of economically developed urban centers and economic backwardness of the rural - urban areas is a common phenomenon in China＇s major cities. As the basis for the city education teachers also exist the polarized issue of the allocation of resources. The problem restricts the balanced - development of city education. So, the countermeasures include： implement ＂the city＇s co -ordination, management at different levels＂ of education financial management system; realize reunification of the city＇s teachers wage levels progressively ; promote the rational flow of the city＇s teachers. And that we can effectively resolve the problem of city teacher resources polarization, and realize the optimal allocation of city teacher resources.
