摘要
"十一五"期间我国将大幅度增加义务教育经费投入举措为改革中小学教师工资制度提供了可能。从教师工资确定的依据、工资标准、津贴与工资晋级、工资发放主体、发放形式及保障措施等方面研究国外中小学教师工资制度,对我国进行中小学教师工资制度改革具有重要借鉴意义。在切实重视中小学教师工资问题的前提下,我国需要重定其工资确定的依据和标准,将工资发放责权上移,并将工资制度和人事管理制度改革相结合。
The measures, which our country will take to increase substantially the funds for compulsory education during the 11 th five - year plan, will provide opportunities for the reform of primary and secondary school teacher wage system. To study overseas school teacher wage system, in the aspects of the basis for teacher salary, wage pattern, allowance and wage hike, payoff form and security measure, etc. , will be an important reference to China in carrying on the reform. Under the premise that wage problems should be paid much attention to, our country needs to re - establish the basis for their wages and standards, to be responsible for payment of wages on the right shift, and to integrate the reform of wage system into that of personnel management system.
